Vacancy: Project Manager SLUICES
This project is funded by the European Commission


CARE has been awarded a grant from the European Commission to undertake
the SLUICES project in Central Kalimantan province. The project, which
officially starts on January 14, 2008, aims at the construction of sluices
in two target villages in the Ex-Mega Rice area which would support water
levels in the canals in the peatland area high, while allowing villagers
to continue to use the hinterland for (responsible) use of the natural
resources. CARE International Indonesia is now recruiting for a suitable
Project Manager to manage this challenging project, based in a new
sub-office in Kuala Kapuas, which will obtain support from CARE’s
Palangkaraya office in Central Kalimantan. The project will be undertaken
with very limited CARE field staff and in close cooperation with two local
counterpart organizations (YCI and YCHI).
The Project Manager will ensure the appropriate and professional
implementation of the SLUICES Project in the most effective manner
possible, according to the proposal, logframe, donor requirements and CARE
policies and procedures. Main responsibilities include Project Management,
Financial/Budget and Asset Management, Contract Management/Complian

Personnel Management and Government Liaison/External Relations

The candidate will be familiar with project cycle management, is able to
ensure donor compliance. The candidate will have at least 7 years of
proven project implementation experience, and is familiar with monitoring
and evaluation practices, financial and administrative project management
procedures, including procurement. The project will closely work with
local counterparts, which requires that the Project Manager is able to
ensure that counterpart organizations undertake proper human resources,
accounting and asset management procedures in accordance with donor- and
CARE-regulations. Accurate and timely reports and well-designed and
maintained databases are seen as part of the project cycle management, as
well as maintaining proper safety and security regulations. The candidate
will be able to work together with other teams, including stakeholders and
CARE HQ in Jakarta.

Core Competencies
Care expects the candidate to have people skills, communication skills,
integrity, adaptability and wide project management experience. Former
experience in CARE and/or EC funded projects is an advantage.
