Position        :   Research Officer (RSO)

Nationality   :   Indonesian

Reporting     :   The RSO will report directly to the DM Program Coordinator

Purpose        :    The RSO will assist the Disaster Management (DM) 

                             Program Team with documentation / information gathering and research/analysis

Location        :    Jakarta

Duration        :   6 months


General tasks


  • Assist the DM Program Team through the gathering of documentation/information and the production of analytical surveys as well as narrative reports.
  • Assist the DM Program Coordinator in taking well-informed decisions through the production of synthetic notes / background documents upon requirement.

Specific tasks

  • Assist the DM Team in analysing the interactions between international and national agencies in the field of Disaster Management in Indonesia;
  • Assist the DM Team in analysing the Indonesian Disaster Management system and especially the effects of the new law (2007) in this field;
  • Assist the DM Team in gathering relevant background information about the 6 region of the program implementation (NAD, West Sumatra, Jambi, DKI Jakarta, Yogyakarta and Denpasar);
  • Assist the DM Team in the elaboration of a strategy for the implementation of the program activities;
  • Assist the DM Coordinator in the production of analytical documents as required;
  • Meet relevant organizations/resource persons to achieve the above-mentioned tasks;
  • Travel to operational areas as required by the above-mentioned tasks;
  • Liaise with international, government and non-government organizations and maintain broad and effective channels of information;
  • Produce accurate, regular and timely reports for the French Red Cross;
  • Perform any other work related duties and responsibilities that may be assigned by the Program Coordinator.

All tasks are done under the supervision of the Program Coordinator


Required skills

  • Abide by and work in accordance with the FRC principles;
  • S1 in disaster management, social sciences, development, law, journalism or other relevant fields;
  • 2 years of experience in humanitarian/development field or social work;
  • Strong analytical skills;
  • Excellent English communication skills (oral and written);
  • Excellent Report writing skills;
  • Strong computer knowledge (especially PowerPoint, internet research and access)
  • Experience working in the Movement or in PMI;
  • Willingness to travel;

AO J00

Position       :    Administrative Officer (AO)

Nationality  :    Indonesian

Reporting    :    The AO will report directly to the DM Program

                     Coordinator

Purpose      :    The AO will provide administrative, accounting and

                    operational support to the DM Program Team

Location      :    Jakarta

Duration     :    12 months


General tasks


  • Performs general office/secretarial duties autonomously
  • Drafts, types and translates letters/documents
  • Implements daily cash payments and other operations under supervision
  • Handles bookkeeping, processes financial data on computer, provides month-end closing and reports mainly autonomously
  • Ensures respect of financial procedures and guidelines, reports any irregularities immediately
All tasks are done under the supervision of the Program Coordinator

Specific tasks


Accounting

• Responsible for clearing off, reconciliation and processing the working advances internally and with external partners;
• Advise the Program Coordinator on the status of above working advances/ cash requests on a monthly basis;
• Be responsible to record payments on a daily basis and ensure the availability of funds in the account at any time;
• Check for the validity of invoices (attached approvals and authorizations) before processing the sending of payment and/or receipt of payment;
• Arrange for timely receipt and/or sending of payments/reimbursement and financial reports to and from counterparts from partnering organizations;
•    Update the planning of payment when a new contract/Terms of Reference has been signed or when Program Coordinator validates the change of the workplan in effect;
•    Give advances to program staff upon validation of Program Coordinator and ensure their proper return;
•    Hold an accounting journal of the payments. Put accounting codes and CRF codes for each payment;
•    Entry the data/journal for SAGA system in collaboration with the Admin/Log Officer of the base. Give weekly to the Program Coordinator a print of the journal updated and the inventory of the cash box;
•    Be responsible for making the photocopies and archiving accounts before sending the originals bills;
•    Ensure compliance of financial reporting of partners (French government, BAKORNAS, SATKORLAK, PMI, etc).

Operations Support

•   Organise the local and overseas trip relating to program related missions (Tickets and accommodation bookings)
•   Schedule the arrival and departure of program staff
•  Negotiate and secure competitive rates of facilities rent and purchase for program activities.
•  Arranges reservations of facilities and logistical needs for program related activities (hotels, transportation)

Training

•    Elaborate administrative guidelines to be followed with partners for the smooth implementation of the activities;
•    Participate to coordination and budget meetings with partners and provide briefings / guidelines as required;
•    Organize trainings for administrators of partnering organizations as requested by the programme implementation;

Required skills

•    Abide by and work in accordance with the FRC principles
•    Trustful person
•    Previous similar work experience: experience of preparing and monitoring budgets, ensuring timely reporting and knowledge of Indonesian contractual systems;
•    Good computer skills
•    Good communication skills, fluent English, French a plus
•    Accounting/Administration diploma, S1 graduate preferred
•    Minimum of 2 years accounting experience
•    Experience of working in international organizations preferred

 
 

RO J00

                             evaluation and reporting support to the Disaster

                             Management (DM) Program Team

Location       :     Jakarta

Duration       :    12 months


General tasks


  • Assist the DM Program Team in the monitoring, evaluation and reporting of the DM program activities in the six targeted regions of NAD, West Sumatra, Jambi, DKI Jakarta, Yogyakarta and Bali;
  • Assist the PMI in the assessments, monitoring and evaluation of the target communities in NAD, West Sumatra, Jambi, DKI Jakarta, Yogyakarta and Bali;

Specific tasks

1.    Reporting


  • In collaboration with the Program Coordinator and the Program Manager, formulate background documents and guidelines for evaluation, monitoring and reporting of the DM program activities, in line with their respective indicators of achievement;
  • Maintain good communications with colleagues and counterparts in the field and ensure they submit regular, timely and accurate narrative reports;
  • Maintain good communications and liaise with Indonesian Red Cross staff to ensure that reports incorporate accurate and relevant information from the national society- training and supporting them in this task as necessary;
  • Travel to operational areas to support the production of reports, especially during times of disaster;
  • Produce accurate, regular and timely reports for the French Red Cross;
  • Produce reports and information as required both within and outside the Red Cross and Red Crescent Movement;
  • Liaise with international, government and non-government organizations and maintain broad and effective channels of information.

2.    Communication


  • Prepare narrative documents about the program activities for the purpose of information-sharing within the Movement and with specific partners;
  • In collaboration with our partners, prepare promotional materials about the program activities (brochures, posters, leaflets, etc.);
  • Perform any other work related duties and responsibilities that may be assigned by the Program Coordinator

3.    Training

  • Support partners in providing them with advise and training to set up appropriate internal and external info and reporting systems

  • All tasks are done under the supervision of the Program Coordinator

    Required skills

    • Degree (or S1 preferred) in disaster management, social sciences, development, journalism, communications, or other relevant fields;
    • 2 years of experience in humanitarian field or social work;
    • Knowledge and experience of project management and evaluation using tools such as logical framework, indicators, focus-group discussions, questionnaires, etc;
    • Experience working in the Movement or in PMI;
    • Excellent English communication skills (oral and written);
    • Excellent Report writing skills;
    • Excellent computer knowledge (especially Word, Excel and PowerPoint)
    • Willingness to travel;
    • Team player, assertive, ability to work to deadlines, attention to details, willing to learn, flexible.
