Electronic Government Procurement Expert

Chemonics International Inc., a leading international consulting firm based in Washington, D.C., seeks an Indonesian professional for a USAID-funded project in anti-corruption which is a 2 year program that runs through April of 2009.

The primary objective of this consultancy is to support the successful implementation Task 4: Establishment and operations of electronic government procurement centers in 5 provincial locations. Within this task, the consultant will focus his work on accomplishment of the following core activities:

§ Activity 1: e-GP Satellite Centers:
The Expert will work closely with the Center for Development of Public Procurement Policy at the Ministry for National Development Planning (Bappenas) to support successful implementation of the e-enabled government procurement processes in the five (5) e-GP Satellite Centers in the Provinces of West Jawa, East Jawa, West Sumatera, Central Kalimantan, and Gorontalo under the direction of the e-Government Procurement Advisor.

§ Activity 2: Data Collection and Monitoring of e-GP data:
A lack of data exists for the Government to monitor the overall procurement reform process. The Expert will support the collection and analysis of procurement data necessary to establish baselines and monitor the overall procurement reform process and performance of the Activity 1: e-GP Satellite Centers.

§ Activity 3. Public Awareness Campaign in Support of e-GP Satellite Centers:
The MCC ICCP will support an extensive public awareness campaign in each of the regions being serviced by the new regional e-GP centers. The Expert will help e-GP Advisor coordinate and oversee abovementioned activities which will be undertaken in coordination with the Senior Anti-Corruption Expert (grants component), Public Communications Advisor, Public Communications Training Specialist and with consortium partners Internews Network and Partners for Democratic Change.

This position is based in Jakarta and starts as soon as possible.

Consultant Qualifications:
§ The e-GP Expert will at a minimum possess the following qualifications, skills and professional experience:
§ At least 5 (eight) years of professional experience in administrative, technical advisory or supervisory functions in the public procurement area preferable in the implementation of IT systems in support of public procurement processes or budget and financial management.
§ Understand the key issues of electronic government procurement and their implications on procurement processes in provincial governments.
§ Experience in business process modeling and change management.
§ Extensive and substantial practical experience and applied technical knowledge in providing guidance and advices concerning application of the GOI public procurement or budget and financial management regulations in daily practice.
§ Excellent communication skills and experience in working with high level government officials and business executives.
§ Experience in supporting users of e-GP or other IT systems in support of budget or financial management processes.
§ Experience in Project management preferred
§ Good organizational, planning and time management skills are essential.
§ Good interpersonal skills.
§ Excellent written and oral communication skills in English as well as Bahasa Indonesia are greatly desired.
§ Experience in working with USAID preferred.
§ Compensation will be negotiated with Chemonics International and will be based on the consultant¢s demonstrated salary history, professional experience, education and training, and market factors.
